Astro-Databank rates the data AA, its top grade, because the time comes from a birth certificate; Alexander Angel submitted it. The record also notes that she published the same time herself in October 2020, when she timed a KKW Beauty launch for 10:46 AM on her birthday and said that was when she was born. A certificate and the person's own statement agreeing on the minute is about as good as birth data gets. Astro-Databank lists no other time.

Los Angeles was still on daylight saving time that day: Pacific Daylight Time ran until October 26, 1980, so 10:46 AM was 17:46 UTC. A chart cast as if the clock were on standard time would be an hour out, which in this chart is enough to move the Midheaven about 16°23′ and leave Jupiter roughly 15°58′ short of it.

The Moon is at 28°09′ Pisces, moving 14°59′ a day. It had entered Pisces at 12:31 PM on October 19, 1980 and left for Aries at 1:42 PM on the day she was born, 2 hours 56 minutes after the time on the certificate. It is the only planet whose sign depends on the birth time, and the certificate settles it: anyone born in Los Angeles that afternoon after 1:42 PM has an Aries Moon.

It is also near an angle. The Moon sits 0°17′ before the IC, the lowest point of the chart, at 28°26′ Pisces, so it is in the 3rd house but would be in the 4th house if she had been born 2 minutes earlier rests on the minute. In Whole Sign houses, where Pisces is simply the 4th house counted from Sagittarius, the question does not arise. From there it opposes the Midheaven (0°17′) and Jupiter (0°42′). Astrologers read a Pisces Moon as receptive and sympathetic, quick to pick up the mood of a room; the IC is read as home, family and origins, and astrologers read a Moon at the foot of the chart opposite a planet at the top as a tension between private and public life.

The Midheaven is 28°26′ Virgo. Jupiter, at 28°52′ Virgo, is 0°25′ past it, and Saturn, at 3°41′ Libra, 5°14′ past it, both in the 10th house rests on the minute. Jupiter is also her chart ruler, as the ruler of Sagittarius rising. Astrologers give a lot of weight to a chart ruler at the top of the chart: Jupiter there is read as a public life of growth, reach and visibility, and Saturn beside it as structure, discipline and the long effort that keeps a position once it is reached. Tradition gives Saturn its exaltation in Libra, while Jupiter is in Virgo, one of the two signs of its detriment.

The pairing itself is generational. Jupiter and Saturn meet about every twenty years, and in 1980–81 they did so three times: exactly on December 31, 1980, March 4, 1981 and July 24, 1981 (UTC), at 9°29′ Libra, 8°06′ Libra and 4°56′ Libra. At her birth they were 4°49′ apart and closing, so everyone born that autumn has them together. What the birth time adds is where the pair falls, and here it falls on the Midheaven.

The Sun in the eleventh house

The Sun is at 28°29′ Libra, in the 11th house, 6°31′ from Pluto at 21°58′ Libra. Astrologers read a Libra Sun as oriented toward other people, with a strong sense of style, balance and how things look; tradition counts the Sun as in its fall in Libra, and the sign's ruler, Venus, is in its own fall in Virgo. The eleventh house is the house of friends, groups and hopes, and a Sun–Pluto conjunction is read as intensity and a drive to control one's own image. The Sun and Saturn share the sign but not a conjunction: they are 24°47′ apart.

Sagittarius rising, with Mars and Neptune on either side

The Ascendant is 13°44′ Sagittarius. Sagittarius rose in Los Angeles from 9:40 AM to 11:59 AM that morning, so the rising sign holds for at least 1 hour 5 minutes either side of the certificate's time. Astrologers read Sagittarius rising as an open, frank and expansive manner. Mars, at 6°47′ Sagittarius, had crossed the horizon about 32 minutes before the birth and sits 6°56′ above the Ascendant. The API counts that as a conjunction with the Ascendant, but in Placidus houses Mars falls in the 12th house, the one before it. Neptune, at 20°35′ Sagittarius, is on the other side, in the first house. Astrologers read Mars near the Ascendant as directness and physical energy, and Neptune in the first as a presence that others project their own images onto.

Venus, at 19°36′ Virgo in the 9th house, sextiles Mercury at 19°48′ Scorpio with an orb of 0°12′ and squares Neptune (0°58′). Astrologers read Venus in Virgo as taste that runs to precision and practicality, and Venus square Neptune as a pull toward idealized beauty and the risk of disappointment when the real thing falls short. Mercury in Scorpio, 4°24′ from Uranus in the same sign, is read as a private, probing mind given to sudden conclusions.

Even with an AA time, three placements sit almost on a Placidus cusp. Born 2 minutes later, she would have the Sun in the 10th house and Jupiter in the 9th house; born 2 minutes earlier, the Moon in the 4th house. The Midheaven was turning 16°23′ an hour and the Ascendant 12°49′. A certificate records a minute, not a second, so those three house placements are only as exact as the minute written down. A minute either way moves the Ascendant about 0°12′ and leaves the planets' signs and their aspects to one another as they are.
